Do People Really Use Tags?

Do people really use blog tags? Well, personally, I rarely do so. I only use them to find articles that I have already seen or I am interested in a group of posts in a blog, but I generally do not care.

Also, when tags become more specific, don't you think they become more of a nuisance? Or is this just some SEO technique?
